Abstract

In this study, the Facility Safety Act, Infrastructure Management Act, and related guidelines are reviewed. We compared and reviewed domestic and international standards, and investigated safety diagnosis reports and related study reports. It was confirmed that Korea road and bridge inspection system is more strictly regulated than that of all foreign countries. In addition, it was found that damages that occurred in the early stages of operation had a significant impact on bridge maintenance, and that damage did not occur rapidly during operation. As a result of this review, it was proposed the timing of initial inspection and safety inspection without classification according bridge size. In addition, performance evaluation system based on new road level unit was also proposed.

본 연구에서는 시설물안전법, 기반시설관리법 및 관련 지침을 검토하여 개선 방안을 도출하고자 하였다. 이를 위하여 국내외 관련 기준을 비교 검토하였으며, 정밀안전진단보고서와 관련 연구들을 분석하였다. 우리나라의 도로 교량 점검 체계는 외국의 모든 나라보다 엄격하게 규정되어 있다는 것을 확인하였다. 교량의 손상은 공용 초기에 발생한 손상들이 유지관리에 많은 영향을 미치고 있고, 공용 중에 손상은 급격하게 진행하지 않는다는 것을 알 수 있었다. 이러한 검토 결과 초기점검에 대한 실시 시기를 개선하고, 종별 구분을 없애는 것을 제안하였다. 또한 개별 교량에 대한 성능평가제도를 개선하여 도로 구간 단위의 성능평가 제도를 제안하였다.
